Singapore’s Deputy Prime Minister, Coordinating Minister for Economic Policies and Minister for Finance Heng Swee Keat has outlined a SGD11 billion job support plan to continue to tackle immediate challenges in the country.
This year’s fiscal plan, known as the ‘Budget 2021: Emerging Stronger Together’, sets out under the ‘COVID-19 Resilience Package’ for public health and safe re-opening measures as well as to support workers and businesses:
- SGD700 million to support Extension of Jobs Support Scheme (JSS)
- For firms in Tier 1 sectors – aviation, aerospace, and tourism: 30 per cent support for Apr to Jun’21 wages, followed by a 10 percent support for Jul to Sep’21 wages.
- For firms in Tier 2 sectors – retail (exclude supermarkets), arts and culture, food services, and built environment: 10 per cent support for Apr to Jun’21 wages.
Under this extension of JSS, SACEOS members who have qualified under Tier 1, Tier 2 during the previous budgets should see their status extended.

- Continuation of first tranche of SGUnited Jobs and Skills Package into FY21.
- Continued credit access via Temporary Bridging Loan Programme and Enhanced Financing Scheme – Trade Loan till 30 Sep’21.
- COVID-19 Recovery Grant to help workers and self-employed persons.
- Up to SGD700 per month for three months for employees who have lost their jobs or are placed on involuntary no-pay leave for at least 3 consecutive months.
- Up to SGD500 per month for 3 months for employees and self-employed persons who are facing income loss.
Together with the past year’s Budgets and the COVID-19 Resilience Package, the Mr Heng says the focus is on preservation and adaptation – to safeguard lives, jobs, supply chains and core economic capabilities.
